Mark A. Zekulin provides legal and policy advice on matters relating to trade policy and regulation, including assisting clients in dumping and subsidy cases before the Canadian International Trade Tribunal and advising clients on Canadian export controls and economic sanctions. He has served as a Senior Advisor to the Honourable Dwight Duncan, Ontario’s current Minister of Finance and Deputy Premier, and was also an Acting Senior Policy Manager at the Business and Industry Advisory Committee to the Organization for Economic Cooperation and Development. Prior to joining Cassidy Levy Kent, Mr. Zekulin was Legal Counsel to the successful 2011 Ontario Re-election Campaign of the Ontario Liberal Party.

Thomas M. Beline’s focus is on trade remedy actions, including antidumping and countervailing duty proceedings. Mr. Beline most recently worked in the U.S. Department of Commerce’s Office of Chief Counsel for Import Administration. His practice concentrates on representing clients in trade remedy actions, including antidumping and countervailing duty matters. Mr. Beline has experience with antidumping/countervailing duty proceedings before the Department of Commerce and all appeals therefrom, including appearances before the U.S. Court of International Trade, U.S. Court of Appeals for the Federal Circuit, dispute resolution at the World Trade Organization, and North American Free Trade Agreement bi-national panels.
