Stan Bowen is a Senior International Trade Advisor in Cassidy Levy Kent’s Washington office. Mr. Bowen has more than two decades of experience providing data and accounting support in a variety of international trade disputes, with a primary focus on U.S. antidumping and countervailing duty proceedings.

Over the course of his career, Mr. Bowen has advised both domestic and foreign firms in proceedings — including antidumping and countervailing investigations, administrative reviews, new shipper reviews, and sunset reviews — before the U.S. Department of Commerce and U.S. International Trade Commission. Mr. Bowen has supported clients in cases involving agricultural products, lumber, various steel and copper products, chemicals, memory modules, low enriched uranium, printing presses, bearings, and various paper products. His contributions include data analysis and reporting, price monitoring, questionnaire response preparation, onsite verification support, and surrogate value research for non-market economy cases.

Prior to joining Cassidy Levy Kent, Mr. Bowen worked in the international practice of a large US law firm. Previous to that position, he worked at a Washington-based international trade consulting firm. Before entering the trade field, Mr. Bowen became a Certified Public Accountant and served as a Senior Tax Consultant and Audit Manager for a CPA firm.

Government Service

Mr. Bowen served as a Senior Cost Accountant in the Office of Accounting of Import Administration at the U.S. Department of Commerce. In that position, Mr. Bowen concentrated on the complex analysis of the financial and cost accounting data required by the agency in antidumping and countervailing duty proceedings.
