William Baldwin’s practice focuses on matters involving trade regulation, including customs and international logistics. His clients include both domestic and international companies affected by U.S. trade laws.
Mr. Baldwin’s regulatory practice covers a wide range of import-related issues, including customs classification, valuation, country of origin, marking and labeling, NAFTA and other free trade agreements, and antidumping and countervailing duties. He has experience with customs enforcement matters, focused assessments, and compliance audits.
He has advised companies from various industry sectors, including forest products, clothing and apparel, food, beverages, chemicals, pharmaceutical products, minerals, electronics, aerospace, and customs brokerage. He has extensive experience in matters involving U.S. imports from Canada as well as the Pacific Rim. He also has advised companies on compliance with U.S. export regulations.
Mr. Baldwin’s administrative practice involves representing clients before U.S. Government agencies including U.S. Customs and Border Protection (CBP), the U.S. Department of Commerce, the U.S. International Trade Commission (ITC), the U.S. Food and Drug Administration (FDA), the National Oceanic and Atmospheric Administration (NOAA), the Federal Trade Commission (FTC), the U.S. Consumer Product Safety Commission (CPSC), and the Alcohol and Tobacco Tax and Trade Bureau (TTB).
His litigation experience ranges from typical customs cases to complex constitutional challenges of laws and regulations relating to international trade. His appellate experience involves appearances before the U.S. Court of International Trade (CIT) and the U.S. Court of Appeals for the Federal Circuit (CAFC).
