Jonathan M. Zielinski

Jonathan Zielinski is a partner in Cassidy Levy Kent’s Washington DC office. His practice involves representing clients in trade remedy actions, including antidumping and countervailing duty matters before the U.S. Department of Commerce and the U.S. International Trade Commission, as well as advising clients on a variety of customs matters, including entry classification and export controls.

Mr. Zielinski has experience with trade remedy proceedings before the U.S. Department of Commerce, the U.S. Court of International Trade, U.S. Court of Appeals for the Federal Circuit, dispute settlement panels at the World Trade Organization, and North American Free Trade Agreement bi-national panels. Mr. Zielinski has also participated in several arbitrations before the London Court of International Arbitration dealing with enforcement of the U.S.-Canada Softwood Lumber Agreement.

Mr. Zielinski attended the University of Florida Levin College of Law where he was awarded the Book award in International Trade Law and was a member of the Florida Journal of International Law. Mr. Zielinski is currently a co-chair of the University of Florida DC Law Alumni Group.

Government Service

Prior to joining Cassidy Levy Kent, Mr. Zielinski was a Senior Attorney with the Office of the Chief Counsel for Import Administration at the U.S. Department of Commerce. There, Mr. Zielinski advised Import Administration on its compliance with the U.S. trade laws with respect to antidumping and countervailing duty proceedings, and represented the agency during administrative hearings. Mr. Zielinski was the lead attorney for the Department of Commerce’s Office of Textiles and Apparel and, in that regard, assisted in drafting and implementing regulations for administering the commercial availability provisions of various free trade agreements. He was recognized on numerous occasions for his work at the Department of Commerce, including being named the 2011 Attorney of the Year in the Office of the Chief Counsel for Import Administration.
