Jane Dempsey

Partner / Washington

Jane Dempsey is a partner in Cassidy Levy Kent’s Washington DC office. She is a seasoned international trade attorney who represents clients in agency proceedings, investigations, and enforcement matters and related litigation. Drawing on her extensive experience gained in her legal roles at the U.S. International Trade Commission and U.S. Department of Justice, Ms. Dempsey focuses on trade remedies matters and litigation arising from international trade disputes and other regulatory actions.

 

Government Service

Ms. Dempsey served nearly a decade as an Attorney Advisor in the U.S. International Trade Commission’s Office of the General Counsel. In that role, she advised the Commission on trade remedies matters and drafted injury opinions in dozens of antidumping and countervailing duty investigations and five-year reviews covering a broad range of industries. She also served as lead counsel for the Commission in litigation before the U.S. Court of Appeals for the Federal Circuit, U.S. Court of International Trade, the World Trade Organization and the North American Free Trade Agreement (the predecessor to the United States-Mexico-Canada Agreement) binational panel. In addition, Ms. Dempsey completed a detail to Chair Jason E. Kearns, advising on legal issues arising in the Commission’s trade remedies proceedings and related litigation.

Before joining the Commission, Ms. Dempsey served as lead trial counsel at the U.S. Department of Justice for eight years where she worked closely with the U.S. Department of Commerce and U.S. Customs and Border Protection to litigate numerous cases involving antidumping and countervailing duties (AD/CVD), U.S. trade policy and international trade laws before the U.S. Court of Appeals for the Federal Circuit and U.S. Court of International Trade.

  • Secured favorable tariff classification rulings from Customs and Border Protection for imported products
