Laura Little provides advice and representation to private and public sector clients in the areas of international trade and government procurement, including anti-dumping and countervailing duty proceedings and procurement litigation at the Canadian International Trade Tribunal. She has been recognized by lawyer-ranking guides as a leading lawyer practicing international trade law.
Laura draws upon her extensive experience as a federal government lawyer to provide clients with strategic advice in relation to domestic and international trade agreements, trade policies and regulations, federal and Ontario government procurement processes, policies and programs, customs compliance and compliance with Canada’s exports controls, economic sanctions, and controlled goods. She has also assisted public sector clients in the design of procurement processes, drafting procurement documents, advising on bidder issues and responding to legal challenges.
Prior to joining Casidy Levy Kent, Laura was counsel at a national law firm.
Government Service
Laura served as counsel for over a decade in the Government of Canada, including seven years at the Canadian International Trade Tribunal and four years at the Treasury Board of Canada Secretariat Legal Services.
As counsel to the Canadian International Trade Tribunal, Laura supported the Tribunal in proceedings related to federal government procurement complaints, appeals under the Customs Act, dumping and subsidy inquiries, reviews and appeals under the Special Import Measures Act, as well as rules of origin and value for duty matters. She was lead counsel to the Tribunal on several complex trade and procurement cases, which fostered her in-depth understanding of Canada’s procurement and trade remedies regimes.
At the Treasury Board of Canada Secretariat Legal Services, Laura developed a broader knowledge of the laws, policies and processes that apply to government operations and contracting. She provided advice on a wide range of issues, including procurement processes and policies (defence, Indigenous, supplier diversity), Crown corporations, real property management, and grants and contributions. From January 2020 to June 2021, as Special Advisor to the Executive Director and Senior General Counsel, she provided support in briefing and advising senior government officials and ministers’ offices on high impact files.
Laura joined Cassidy Levy Kent as Special Counsel in 2025 and consults with the firm on selected matters. She also has a separate practice for which conflicts are not imputed to Cassidy Levy Kent and thus does not access other matters or firm systems.
